    while there are two types of disabled you will always have arguements, you dont need to be on dla low or high rate mobility to get a blue badge, you just have to satisfy a criteria, a high rate mobility award gives you automatic right to the blue badge as it does disabled road tax, which to me proves more than the blue badge that the vehicle has a right of place in a disabled bay, ive seen more than a few `pay to park` carparks were the rules say the blue badge gives you the right to park in a disabled bay, however unless its backed up by the disabled tax disc then you still pay the parking fee

As you know, to use a Blue Badge the purpose of the outing has to be for the disabled person and if the driver stops in a disabled bay to grab a bit of shopping for themself - and they choose that bay just because they can, because they have their disabled Mum with them - that is abuse.

    Agreed Coupon-mad, the disabled person MUST not be in the parked vehicle, but an able bodied person can sit whilst waiting for the badge holder to carry out their business.

    As to requiring a BB on private land, you don't for the reasons described above. I know because i have been there, and am holding the threat of a claim for Direct Discrimination over a managing agent for the actions of an employee who KNEW I am disabled but chose to act like Mobilise (remember them? and their new incarnation in bed with PPCs) and issue threats and venom that i was BREAKING THE LAW by parking without a BB on private land. They had to back down as they knew they would lose in any litigation.

    With regard to OP I think it was OP who was the driver, so if they hadn't allowed their Mickey Mouse appeal, any threatOgrams to father would constitute harassment and he could have reported/sued the ppc imho
