Well yes they could, in fact in the early days digital was a closed system requiring viewing cards. But that's not what we ended up with and it won't be easy to change now. Even if there were the will to.
No, cable has always had to leave the main channels unencrypted & I think you'll find Sky the same0 -
The TV licence is also not a subscription fee, unlike the Sky fee, it's a sort of tax on recieving broadcast TV signals. The government cut out the middle man by outsourcing collection to the main beneficiary.
No the mighty BBC is far worse than Sky or Cable, you get a choice with them however the BBC gives you no such choice, its either pay up or we'll harass, intimidate and threaten you.................reminds me or a certain Socialist party of the 1930s.How would you suggest introducing an encryption system to an area which has traditionally been openly broadcast?
Simple, those who want the BBC pay and the receive a viewing card. The area would still be open to genuine Free To Air channels0 -

I've heard several people say they have no TV. If that is the case the matter is entirely cut and dried.
I have a TV it is facing the wall as advised by the BBC/TVL if i was not going to renew my licence what they did not tell me was i could carry on watching the Tv so long as it was not live broadcasts, ie Videos and DVD's.
For me to get this information from them i had to contact them again.
My views of this company are that they employ very low class sales people who act like thugs who have some power when in fact they have none.
I have found it best to ignore all contact with these low class sales people.0 -

It is a political decision that we have a licence fee funded BBC. If you want to change that state of affairs, you should be lobbying the political parties not the BBC.
It's like you complaining at a hospital for the existance of the NHS.0 -

You didn't need to contact them again. A Google search would have provided the information you require, right down to the exact wording of the legislation. In fact, how did you find out in the in first place that you the advice was to turn your TV to face the wall? Turn it round. It can't look good like that.0 -
maybe Ive been lucky but a few years back I phoned the TV licensing people and told them (truthfully, before anyone starts!) that I no longer watch or record TV as it is broadcast.
They sent me a letter confirming this, refunded the last bit of my fee and I haven't heard from them since. Having read a few of the tales on here, I'm now quite glad to have never heard from them!
Best of luck to anyone genuinely not bothering with TV who has to put up with these people!0 -

I had not watched much TV for years as i worked shifts so i phoned them up for advice, I was told that if i was not going to pay for a licence i must have my television facing the wall so no one could view the screen and to coil the aerial up away from the set.
Yes people can find out lots of things from the internet when you have a computer and internet connection.
The people i speak to the most do not have a computer and have never been on the internet.
There are still lots of people like these around.0 -

I find that hard to believe. BBC TV Licensing always tells people they will send someone round to check because you are always guilty until the BBC says otherwise0 -

"whinging" well put it this way I don't insult fellow members. It seems to be the BBC fans get rather upset at the thought of paying for the service by themselves.

No it was setup because there were no alternative broadcasters, unlike now.
