How wide is the road itself?
Everyone parks with two wheels on the pavement in our street but that is because it's not that wide so parking 'properly' would cause an obstruction as it's also an emergency services route.
People can still get past as the pavements are quite wide.
They probably don't think about people walking dogs so don't think anything of it.0
