Even more point in complaining to the chief constable then, as they won't want them there in the first place.

Report it, ask for the name of the officier you report it to, then follow it up with a complaint to the chief constable if they don't do anyhing.

Would they, or could they actually do anything?

In most parts of the UK parking a car on a pavement is not illegal and would not be dealt with by the police. (the RTA specifically states that it is only HGV's that are not allowed to do this).
Obstructing a pavement would in most cases be dealt with by the local council and they should be the people to contact regarding this.

I never thought to escalate my complaint. I've already reported it twice now, and the officers have not given me their names nor given me an incident number. I don't even know if they're logging my reports in their computer or not. To be honest, I always feel rather sheepish about calling them, as it seems like I'm bothering them over what seems like quite a minor issue, and it always happens at weekends, when they've got more urgent things to sort out - like drunken yobs.

Not a minor issue if you're walking along there and you're disabled (blind? mobility problems?) and forced to walk on the road, or if you're forced to push a pram into the road.......

Annoying but in most places not illegal so nothing can be done.

    Rule 244.

You MUST NOT park partially or wholly on the pavement in London, and should not do so elsewhere unless signs permit it. Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs.

:p Regular savers earn 6% interest (HSBC, First Direct, M&S) :p Loans cost 2.9% per year (Nationwide) = FREE money. :p
  • nothing to stop them parking on the pavement but also nothing to stop anyone walking over it litually

Yes, that's what I thought, too. I always get angry when the car's there because I think to myself: OK, what if I were a mother with a pram? What do I do now? Walk out into the road?

Should I be complaining to the council, then?

There don't seem to be any traffic wardens around here. It's not that sort of place.

But they do, it's cheaper than a police officer answering the phone.

Yes I WAS tempted to climb up on top of it and jump up and down but perhaps that wouldn't be such a good idea...

There is the offence of unnecessary obstruction.

Put a sticker on it saying "pavements are for people".
