***stretch*** it's far too early but here's my take:
a 'ticket' is issued.
blind panic sets in because the 'ticket' looks really scarey/official and the 'fine' is exorbitant.
panic gives way to desperation ('what am I gonna do? this is a truly unique experience - nobody in the history of the planet has ever had a ticket quite like this. I better get some advice').
advice is sought, but because nobody has ever had a ticket quite like this scepticism leaks in ('it's awfully nice of people to tell me not to pay but they're just a random, anonymous bunch who aren't holding the ticket. and you know what they say about people who spend too much time on internet forums....').
failure to conduct the most basic research - the stickies are there for a reason - and sometimes a pig-headed refusal to stare facts in the face leads them to pay. and there's the tragedy.
why bother? because, IMO, the take-up rate is probably higher than imagined; just because posters don't come back doesn't automatically mean they've coughed up.
and lets face it: if the regulars here just gave up offering advice the likes of perky and haswell could sleep a little easier.

Despite what you read in certain newspapers, most people are decent, law-abiding folk (I exclude anyone working in the PPC industry here), who have never been in trouble, and want to do the Right Thing. It therefore seems completely against their principles to follow the advice and ignore what appears to be a legitimate and official document saying they have been "fined" (we know it's not a fine) and must pay a "penalty" (we know it's not a penalty). Unfortunately, not everyone is as strong-willed as the regulars here, and are more easily intimidated. So the FUD eventually wins out over the well-reasoned and logical arguments, and they pay up, or at least require more and more reassurance that sticking a finger up to what looks like authority (we know it isn't) is perfectly OK)

It is frustrating, I know. But I, like I suspect many others, came here, read the advice, did NOT post my own story but I did ignore Parking Eye's posturing. For every insecure person who feels the need to post their own case for reassurance there will be many others who, like me, read and noted the advice, then ignored the PCN and told others to do the same.
The 'retards' (not my choice of word!) are not the enemy. They are the victims.

but I stand by my 'pig-headed' comment for those who have the savvy to call by here/CAG/pep, trawl the posts, the stickies and ask questions, then simply cave in to the PPC's.
there's a lot of quality advice available on all the main sites, together with a shedload of back-up evidence. there's plenty of support for anyone who still feels apprehensive. so what's the point of asking the question if the answer goes ignored?
I'm trying not to be harsh but it must be tiresome for reg. posters who give free and quality advice.0 -

Off topic but as an example, I knew a man who made a lucrative living by sending invoices out to companies for little amounts, he reckoned about half paid and sent him a cheque. He did this for a few years until his company appeared on "Thats life"
If the invoices looks right or official people and companies must be duped into thinking they are.
I suppose as far as companies go it would not work now with PC accounting systems, but with the old double entry system they probably just paid to save looking for the order.0 -

Since I first ventured onto this part of the forum after a PPC was appointed where I live, I have always likened the system to those scams that I remember on That's Life. I think a lot of them were for adverts in a business directory that didn't even exist.
I guess it took 10-15 years for that system to evolve into the PPC world.0 -
i just read up on that experiment on wiki. really interesting and makes you realise how much like sheep most of us are.
It is probably one of the most revealing studies on human behaviour in my opinion. Milgram was Jewish and wanted to understand how the holocaust happened, because once you got below the top level of command then you needed an awful lot of ''ordinary' people to be knowingly involved in the process of sending people to their ultimate death!
Of course his supposition proved to be correct in his experiment and is summed up in his own words "Ordinary people, simply doing their jobs, and without any particular hostility on their part, can become agents in a terrible destructive process. Moreover, even when the destructive effects of their work become patently clear, and they are asked to carry out actions incompatible with fundamental standards of morality, relatively few people have the resources needed to resist authority"
If found that interesting you should put 'Stanford Prison Experiment' into Google and read the wiki entry on that!!! This is an expirment that, with hindsight, should have never been allowed and only lasted 6 days of the 14 intended... but the effectively 'failed' experiments results are shocking!
If you get chance you should also watch Derren Brown recreate the experiment for his C4 special 'The Heist'... and also, it is brilliant show!0
