Has anyone else had this as a reason why an agency can't or wont send your CV over to an employer for a job?

No. They are fobbing you off...0

Unless they need an immediate start and you have a notice period.....0

It depends on the firm they are recruiting for. I have known one firm who didn't want anyone who was currently unemployed to be put forward. If they tell the agency that's what their requirement is then the agency have to follow it.
So it could be either a lie or the truth.
There is currently no protection for that kind of "discrimination" and I can't see there ever will be.0 -
The most obvious reason is the candidate's skill set does not match up to the employer's requirements..! If I had an agent who sent me unsuitable CVs they would not be an agent for much longer.0
