About time the police got proactive about this and prosecuted the morons who use them without reason, after all it is an offence:-

You MUST NOT use front or rear fog lights unless visibility is seriously reduced (see Rule 226) as they dazzle other road users and can obscure your brake lights. You MUST switch them off when visibility improves.

And they should prosecute the ones who will not use dipped headlights in bad visibility, either using sidelights or no lights, so called "professional" HGV drivers being the worst culprits, again it is an offence.
Rule 226
You MUST use headlights when visibility is seriously reduced, generally when you cannot see for more than 100 metres (328 feet). You may also use front or rear fog lights but you MUST switch them off when visibility improves (see Rule 236).

Front fog lights had a purpose in the days before the UK adopted the sharp cut-off dipped beam as used on the Continent which was in the early 1970s, I recall. With the older "fuzzy" dipped beam scattered back reflection was a real problem and also dense fogs were more frequent. I can't recall any occasion when I've found that front fogs have been any advantage over modern sharp cut-off dipped beams. As for rear fogs, I agree with an earlier poster that they detract from the visibility of brake lights and make the perpetrator MORE liable to receive a rear end shunt.0

So for oncoming traffic they are a distraction.

Fog density is lower close to the ground, the fog lights are designed such that they illuminate lower down and minimize the light reflected back toward the driver.
But for foglights to be truly effective the visible wavelength of the light needs to be as long as possible.
Red is the longest visible, but it's illegal to have red lights on the front of a car in the UK.

Yellow is legal in the UK as far as I'm aware
Certainly I've never been pulled for mine, and it's pretty obvious they're yellow even when they're off as they have yellow filters over the bulbs. Then again I've only ever actually used mine in situations where it's unlikely there's any coppers about.0 -
