Tell that to the relatives of those killed by people using their mobile phones, like the scum who killed a family whilst texting.

You have to apply for a provisional licence and pass both the theory and practical test. Note that you cannot drive alone whilst you hold a provisional licence you must always be accompanied by a fully licensed driver.
Holders of licences from all other countries (not EU or Designated Country) Have to obtain a provisional licence and pass the theory and practical test, but they do not need 'L' plates or need to be accompanied, and they may use motorways.

What evidence do you have to back up this belief
The evidence is that lots of people still do it, without incident. If no one could do it, then they'd all have accidents. But they don't, so it stands to reason that some people must be able to.
However, as some people can't, and the consequences are serious, then legislation was required.0 -
sorry i wasnt clear about residency they have dual nationality but just never took a test here only in australia so when would they have to get the exchange done?What goes around-comes around0

They can drive for 12 months using their Australian licence, then they must stop driving. If they want to continue driving they must exchange the Australian licence for a GB one, which must be done within 5 years of becoming resident0
