    You are wrong about the spelling.

    From OED:

    ... the ‘-ize’ forms have been in use in English spelling since the 15th century: they didn’t originate in American use, even though they are now standard in US English.

    OED uses -ize spellings as standard.

    My getting a refund would not grind the bus to a halt. The other passengers would still require transport.

    True but their business model would not last long if they gave refunds on cheap tickets at passengers request. These are expensive to process and it is rather like airlines charging different amounts for no change and flexible tickets. You get a cheaper price because once it is booked there is no change. What you want to do, it seems, is benefit from the cheaper price and retain the rights associated with more expensive tickets.
