Hi Bell,
If the agent isnt wearing his ID you should request to see it and report this to us. The agents are required to wear the Field Rep ID visibly on their person to verify they are who they claim to be (in order to identify official reps from just random callers).
With respect to installation of a new line there is actually an active offer for reduce connection fee for new lines.
However in terms of the agent advising that the Virgin Media speeds were tampered upwards this wouldnt be the case... Your ISP has a duty to be accurate in any information you are given and we are in no position to say they have mislead you.
I would be interested to see if we can identify this agent to provide feedback regarding the details they have given you.

Talk-Talk have been to my home to try this one on. It seems to much a part of their 'standard patter', not to be sanctioned by someone higher up. You really have to wring the words 'Talk-Talk' out of them!
