Keep ignoring them, at least you have learnt that 'appealing' was a complete waste of time and is just a phishing exercise on their part.
So the Appeals Manager has 'personally investigated' this claim ('claim', what claim? It's not an insurance policy!).
No he hasn't, a sad parking company clerk has just hit any key on the PC to generate the 'appeal refused template' - which has been in use for many years:

Hi all.
OK since my last post in October, more has happened with this situation.
I have since received 2 debt letters from 2 separate companies, and this morning I have now received a solicitors letter from 'Graham White Solictors', still asking for £150. They also listed a bunch of costs associated with a court claim including claim issue fee, solicitors costs, judgement costs, etc which would come to £207.25.
Am I right to keep ignoring these letters? I'm really worried about this!

Yes ignore. The reason why you keep getting letters is that the charge is not legally enforceable. If it was, you would be facing court action. The only thing that the scammers can do is to scare you into paying. Like most people offering advice on this forum, I have ignored this silly threatmail and nothing happened. Stop worrying and do not allow yourself to be taken in by a scam.Still waiting for Parking Eye to send the court summons! Make my day!0
