 They don't then but it helps to enhance the property.
 You should raise concerns on their spending and what your fees finance.
 It should be used to help maintain property and the locality. Not to go on a capital spending binge for tennent benefit.0

 Blocks of flats, 3 stories high have recently been built. All with self cleaning glass in them. I know because my sister was looking at renting one, but they have been taken over by HA, as was intended, as they made the private rentals so difficult to actually achieve, and left them empty for 6 months until they were taken over in bulk.0

 Well flats are a bit different because of health and safety. But you seem to indicate they were built for private ownership, so the HA would have not specified the glass in that case. Unlike your scenario.0
