Strangely, in this accident, the passengers would probably be safest without any seat belts.We need the earth for food, water, and shelter.

Although the OP does not specify which bus or college the student travels on, I am inclined to think it may well be Cambridge Regional College route 4 which starts in Essex and would fit as to journey/times etc.
Even if I am not correct in my thoughts, all home to college transport provision will have certain conditions which the student/parent sign up to.
Examination of Cambridge Regional College's conditions for the provision of transport shows the following under the "Payment" section:
8. Please note that the issuing of a Bus Pass does not guarantee a seat. All buses are licensed to carry a certainshould be offered to any passenger with specific needs who may require it.
