Just as you are not allowed to make mistakes, the council must make sure that all of their documentation is absolutely spot-on; if it's not, you may have good grounds for appeal.0 -
If you expect to be 50 minutes and pay for an hour and get delayed through no fault of your own, why should you be penalised ?.No one has lost anything and no one gains anything except the LA financially.
I am not sure you fully understood the point of JQ's post.But nonetheless, as many on these boards are fond of pointing out, "rules is rules."

I usually overestimate the time I will need when buying tickets. Better to have time to spare than be having to rush back or getting a £20 ticket or whatever it is now.0

Parking meters are often slow/fast, How do we know that the CEO synchronised his compter with the ticket machine, as he is supposed to do every time to prevent this happening.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Why assume, they often don't and in not doing so break the rules. Rules in a council car park are balanced, you should park correctly, pay whats due etc. The council must have the correct time on both machines, have a PPO which is correct for the car park and all the signs and lines must be correct.
If both clocks are not the same then the OP has not contravened the rules as it cannot be proved that they have.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -

The OP has contravened any rules at all.
There is no reason whatsoever to assume the CEO has made a mistake or not done their jobs properly.
