Ticket for speeding on motorway

Few months ago (in April) I received a ticket for speeding on the motorway. The limit was 50mph and apparently I was driving 59mph.
I do NOT remember camera flashing me at that time so I asked them for the evidence. They sent me two pictures showing my car passed over 6.6 lines at 2 meter centres (you can not see a driver on those pictures).
After I asked them for camera speed certificate and they sent me a letter saying that the camera certificate is available for everyone on gosafe website and they gave me a link which didn't work. I went to gosafe website myself and I typed the number of camera speed and the certificate was there
The first letter I received from them it was speed awareness scheme which included 3 options followed by a letter from TTC (course provider - please look below).
1. I could attend speed awareness course (which costs £85) or 2. I had to pay fixed penalty of £60 and 3 penalty points on my driving license, or 3. attend at court.
At that moment I didn't take into consideration the option of the course, because I wanted to see the evidence first.
In the letter about the camera certificate they said that TTC course provider will contact me regarding my attendance on the course. After receiving the evidence I decided to attend to the course instead of paying a penalty charge and getting 3 points on my driving license (if I get the point then my insurance will go up). Unfortunately TTC didn't send me any more letters, so I didn't bother to contact them in case they left my case. It happened to someone I know.
Now in the middle of august I received a letter that I have to pay a fixed penalty of £60 and 3 penalty points on my driving license!!!
I send them a letter saying that I want to attend a course. They said that I can not do that any more as my course had expired.
I want to send them a letter saying that TTC course provider didn't contact me like they said in their previous letter.
What do you think about this case? Have you got any idea how can I solve the issue.
Extra info: I drive for 9 years and I have never ever got speed ticket before. Also I have EU Polish license and not UK one.

Summary...
You broke the speed limit.
You were offered a course, but ignored things in the hope 'they would disappear' because that is what happened to Aunt Matilda's second cousin in 1936.
Things 'didn't disappear' and you have missed opportunity for the course.
Pay the fine, take the points and stop moaning (or go to court!)0 -
If I'd have had those options I'd have been on the blower to get a place on a course pronto.

EU Polish licence? You can still have points put on it.
Keithdc was spot on. You had a chance to do the awareness course and you chose to ignore it all. So now its 3 points and a £60 fine.0 -

I didn't know you can have points on a foreign licence. They will certainly want to know how long you have been driving on it and whether your insurer is aware it is not a UK licence.I'm a Forum Ambassador on the housing, mortgages & student money saving boards. What was the date of offence?
When did you get the most recent letter, the one in August (date)
How long did it give you to reply/ pay the fine?
You have already replied in writing
You got another reply, when did you recieve the reply? What does it say? Does it mention again to pay the fine and provide a method to do so?
It seems you are almost if not already 'timed out' they cannot persue you for the fine, if you ignore it there is a strong chance you will not be taken to court..... depending on the dates a very strong chance.0 -
I would try re-posting on this pistonheads forum - sure I've seen a similar question posed recently. If not, there's a few legal types and boys in blue who'll help....0

Polish is an EU licence, so you can have points on it and drive until your 70.

Direct gov does not say that, it says until 70 or for 3 years whichever is the longer period
Obviously until age 70 will be the longer period, unless you are aged 68 when you arrive.
I've pointed out before that Direct gov is probably wrong, it makes no sense the way ot is written, but I think the last time I pointed this out on here, someone said they had a reason to believe that what direct gov says is correct, can't remember why though.... you decide.0
