PCN From Wing Parking - Enforceable??

I'd be grateful for your advice on this problem.
The other week I got a PCN from Wing Parking I did purchase a ticket but in my haste I forgot to put it on dashboard!!!!!!!!! Grrrr........ It was on council property but they have contracted the parking out to Wing Parking. Does anyone know how lenient they are? What are the chances that they will waive PCN?

    Is it an official council penalty charge notice or is it a private parking company "penalty" notice?

    You see it's simple.........

    If it's private = ignore, ignore, ignore some more.

    If it's 'proper council' then appeal and hit pepipoo.

    Looking at the notice it looks very much like from a private company "Wing Parking" as it does not look like a PCN that the would local council issue. I parked in a college run/owned by the local council, However I think the parking enforcement side of it has been contracted out to this firm.

    I just went on the council website to "pay for the PCN" but it does not recognise the PCN ref number on my ticket so I guess Wing Parking is just working on behalf of the council.

    It says it is "Parking Charge Notice" (Not Penalty Charge)

    Then you can forget it. It's private and can be ignored.

    They most certainly could and they can recover their loss of any unpaid parking charges! Now you paid so they lost nuffin so they can claim nuffin!

    It matters not who owns the land if its not a council PCN or a Police FPN then it can be ignored!

    No they can not have it both ways, if it says Parking Charge Notice then that is what it is, a "private ticket" ..so private "rules" apply ..I.E ignore.

    If Wing were properly contracted and authorised to act on behalf of the Council they would be issuing proper Penalty Charge Notices ..which would be appealable directly to the Council.

    They can't try and enforce this as a proper Penalty Charge Notice as it would fail spectacularly because real PCNs have very strict rules re the wording and information that they MUST contain...this fails instantly because it is titled Parking Charge Notice not Penalty Charge Notice :rotfl::rotfl:

    Stop worrying. :)

    If there's no Council logo,

    and it's NOT called a 'Penalty Charge Notice' (specifically look for the lack of the word penalty),

    and if there's no Traffic Act/regs cited at the top,

    and if it says the payment is to be sent to Wing,

    then it's a scam private 'ticket' - a bogus PCN just like all the others on here. Some Council property is outsourced to a scumbag PPC, often residents car parks beside flats, or at colleges, universities, that sort of place where the Council have no real interest in what goes on there - except to own the land.

    It's ONLY a real Council ticket if it's a 'Penalty Charge Notice' (or a real Council 'Excess Charge') with Council logo and a Traffic Act stated at the top.

    Have a read of the sticky threads at the top of this sub-forum, watch the Watchdog youtube link and check out the sort of debt collector rubbish letters you can look forward to ignoring:
