Definitely no council logo. (The only logo is a pair of angel wings.)
Issue Reason: Parking without Permission
And it says:

Note the word Fine....Those fines are collected by us acting as agents.
If they do Court which I doubt, I can not wait when the judge asks them under what authority they issue these fines as.
Now to report them to trading standards you need to live in that area, any helpers and report them for collecting illegal fines, their words not mine.

Thanks for all your advice. I'd borrowed my friend's car that day (mine was stolen recently) so my friend would be getting loads of threatening letters which I don't think he'll be too pleased about.
Do you think it's worthwhile writing to Wing and send them the parking ticket that I'd bought so that they may waive the parking charge?0 -
I've read the whole thread from top to bottom (to this point). I believe the source of the confusion (council land) was the fact that the establishment in question - a college - happens to be a state venture. To that end, so are NHS hospitals.
One is right to be concerned in such cases as councils can sometimes bring PPCs in from the outside and different laws apply as they do with the railways. Nevertheless, the language with yours was the giveaway, "parking charge notice" and the like.

You are joking?! 'Waive' a parking charge notice, a private company?
Do you think a phishing emailer would stop trying to scam you if you asked them nicely as well?
The car owner is your friend, so the best thing you can do is to use this as an opportunity to tell him all about 'fake PCN scams' in case he is unaware. Of course he is going to get the usual threatograms - tell him about them first and show him the Watchdog clip if he actually thinks this is a real PCN.

I was recently ticketed by Wing the day the housing association decided to render my permit obsolete by issuing a different coloured one, which my girlfriend was actually on the way to their office to obtain.
While that's a bit of a farce my issue is obviously with Wing themselves. I am aware of the general rule to ignore such tickets but they have my details, (well just my reg thus far) and my car will always be located in my car park. The signage refers to clamping and release fees. I am unaware of the current legal status of that process but am concerned this is a course of action they could take in the event of me failing to pay.0 -
