    I think we all have to accept that road deaths are going to happen, regardless of speed limits, types of vehicles on the roads, and so on.

    Speed was proven to only be a factor in 25% of accidents (or was it fatal accidents).

    Anyway, I think we're waaay off topic now!

    It is semi relevant

    I do not see that giving Gordon Brown loads of dosh will lower these death figures.

    Less traffic= higher speeds

    You're getting there! My experience of the London Congestion zone is that vehicles drive faster as there is less congestion and when accidents happen they are more serious (or at least the ones I have witnessed have been).

    The scheme is more than just money raising. Its also about identifying every car that drives over the speed limit. I suspect the technology may not be up to it for some time. But if it works as the 'average speed' cameras do, the consequent impact on deaths & injuries will be significant.
