looking at the pdf file yorkshireboy supplied its not exactly rocket science to find a way to register yourself and not her and do it legally "I declare that, as far as I know, the details on this form are true and accurate" is something you should think about.

Thanks everyone, I called the Electoral Office in the end as I felt so confused! They say my friend has to be registered somewhere, otherwise she is risking the fine and prosecution. I think I need to talk to her again about it, as I didn't know it was an offence to not be listed, I thought it was an offence to give wrong information.

To aviod being traced for debt collection is normally the most common reason.
