Nat West bank - can't get money out without card and card reader or over the phone!

Ill paste the link in when I'm at home it clearly states you can not in the terms and conditions issued in july. Nowhere do the T+Cs issued in July say you cannot withdraw from the e-savings account to an external account.
They say exactly as you stated earlier
"(b) by third party mandate to any other UK bank account"
ie a transfer to any external account.

You are misunderstanding the meaning of "third party mandate"
Using a card online is giving a mandate to transfer funds to a third party
It then goes on to say in section
19.11 Withdrawals will not be accepted by any other method.
The methods excluded are telephone and postal or personal instructions.
The account has always operated in this way that was one of the main attractions, along with the interest rate offered then, when I first opened one a couple of years back instant transfers to external accounts via FP.

You could possibly set up a joint natwest savings account, which you should both be able to see via online banking, and then transfer the money via that. (You push the money into that, then your partner pulls it out) You might be able to do that sooner than waiting for the card reader.
