Essentially, it means instead of saying what you truely feel / mean, you say something that has undertones to it without directly airing your grievance.

I think it's the direct oppisite of passive aggrssive - radiography is openly saying what they think is the problem!

My OH accusses me of being passive aggressive when it comes to doing the housework, especially when I say stuff like:
Did you MEAN to leave your wet towel on the bed?
Are you planning on doing the dishes anytime soon?
etc
