Of COURSE it's legal. It's also common practice - Look at Tony Blair and Cherie Booth/Cherie Blair. She has two 'surnames' and she's entitled to use them as long as she does not do so fraudently.
And, as it happens, the OP has pinned down the probable source of the 'breach' promptly.
