and that full land plot might yield 2 or more separate flats (subject to permissions ) then an experienced developer could make a tidy profit.

It’s an expensive part of London. This is a building site, not a house.
Potentially a 2000+ sq ft house on the site. Building cost maybe £500k.
Will the end product be worth £3m? Probably not, so the asking price for the site looks a bit high. Perhaps the sellers are hoping somebody will come along with more money than sense, who fancies a vanity project that will end up in one of the glossy magazines?

18a and 18b went for £2.6m combined, if you go into the roof and dig out a basement you could get 4 flats on that site.
