Culverted Stream is almost certainly the answer.
Went to my favourite "Old Maps" resource for the UK - held by the National Library of Scotland
A quick search came up with this map http://maps.nls.uk/view/126522155 - and in the bottom left hand corner is a nice little plan of Harper Road - with a dotted line showing the approx route of the culvert.
A slightly earlier one has the stream in full view http://maps.nls.uk/view/126522152
If you haven't ever played with the NLS site, please set aside plenty of time. You'll be happily poking around all the old maps for hours. http://maps.nls.uk/geo/find/#zoom=5&lat=56.0000&lon=-4.0000&layers=7&b=1&point=0,00 -

i grew up in Torpoint. If you look at the maps you have a nice view of the tanks, and that lovely river bay is tidal and when the tide goes out it is stinky mud! If you go onto street view have a look at the state of the road as it is unadopted (their has been an ongoing dispute on who owns it ever since I can remember)0 -

Dont know that area of the country - but that price feels a bit cheap actually for a house like that. It would have to have all the "old person" type stuff ripped out of it - but it's not a bad little house per se.0
