Edit: In fact he could even be the owner, because if you carry on up the hill and look back, he's disappearing down the lane. If this was "Through the Keyhole," he looks just like the sort of guy who'd live in a place like that.

Further Edit: But maybe he's not, because if we look in his shopping basket there's a roll of plastic twist tie and he's carrying a bamboo cane...and I don't think that place has a garden.

It's a pond, I think.

British people are incredibly bad at ponds. Like having sex, they do the deed, then feel guilty.

They're sure the grandchildren or Auntie Edna with dementia will find it and experiment, so they put trellis over it and fence it in, kidding themselves that it still looks nice. If they are really bad at it, there will be a non-functional glass fibre waterfall somewhere too.
