At a guess, some form of noise insulation? Doesn't augur well for the sale of it if so, as people would likely think "Oh, its going to have a noise problem is it?". Unless they were a "noise problem" themselves that is...0 -

If I was opening a tea rooms with garden, and if course had £10K to spare, I think it would make quite a novel addition for extra space outside, when the weather is not good enough to sit in the garden.

Woven fabric wallpapers were all the rage in the early 1980s.
It could well date from then.
It's stayed up well if it is, but then they used something not far short of Evo-Stik to apply these fabrics.
Getting it off should be a bundle of DIY fun! :rotfl:0 -
