I guess it could be any time in the day, anyone aware of any romantic bars or restaurants for persons on a budget?

How about afternoon tea at a table in an old library overlooking the Thames? I went here for tea last year and it was very nice, very private, good food. We went during the week and there was only us and another couple in the whole room (and there are bookcases between the tables so this gives more privacy).

Dinosaurs are also shut till the end of April at the Natural History Museum....
How about just hanging around in a cafe waiting for a break in the rain to go out on the boat - the rain broke this afternoon here and it was rather pleasant. Hopefully it will do the same at some point on Monday? If not, propose in the cafe!0 -

Well, the beauty of London is the fact that it's full of beautiful parks, but these are obviously ruled out by the rain.
I think the evening tea thing is a little too out of the range, I mean, money shouldn't be an issue, and it wouldn't be if I had it. I've been looking for decent restaurants around Madame Tussauds as we'll be going there in the morning, but to no avail. Anyone familiar with that area of London?0 -
Not in that area but how about the Fortnum & Mason ice cream parlour? Posh shop, nice surroundings, no need to worry about the rain, something different to normal but not too pricey at £12 for a sundae - which you could share to be romantic

You could even ring in advance and see if they could slip the ring underneath the sundae dish so it's a surprise until the end of the ice cream. And if she says yes, a glass of prosecco for £6.75 each to celebrate.
(suggested as I am probably going there myself tomorrow with a visitor to London, saw the menu and figured it was a good rainy day activity!)0 -
