Yes, it can be unlocked, was a bit of a problem when they first released them but should be fine now.

Please note there are some DCT4 phones that are ASIC 11 which cannot be unlocked.

The page where you enter you credit cards details shows £32.50, so I guess this is the amount they will charge to your card.
