Well the last time I called the police for something that turned out not to be criminal I was still issued a crime ref number which was the name number assigned to the log.

Either way its irrelevant as the OP will still get a ref number from the police to use for contacting the others insurers if he can obtain the evidence needed.
Everyones opinion is the most important.....no wonder nothing is ever agreed on.

No you got a log reference number which is different to a crime number.

It it's not recorded as a crime you'll find it may have been recorded as a non-stop rtc and therefore will be relevant to the OP as their vehicle has been recoreded as being involved in a collision making this an insurance matter would it not?

    I thought that a "non-stop rtc" was a crime.

    Not a recordable one.

At worst you'll get an "incident number" which is usually today's date and then a number. I've had no problem giving this to the insurance when they ask for a crime reference number
