I have just had a look in a few brochure, just to see what's what, and here are my own personal observations:
The hotel is not currently featured in the Club 18-30 brochure for this year. Indeed, even the other main tour operating group (TC's) state in it's opening paragraph in the brochure that it's a great base for a contemporary family holiday, and describes it as being family friendly.
Yes, the hotel used to be in the Club program, but no longer, as it seems the hotel has changed it's target market.
Unfortunately, it sesems to me that the hotel is still having people book into it based on it's previous reputation of being a club hotel, together with the fact that when i tend to search for PDLA, the Piramides does tend to be one of the better priced options with a lot of companies.
However, that aside, i feel there is very little that you can do. as previously said by !st choice, they cannot control who else books into the hotel either through their companies or through other companies. If the hotel was also featured in the club 18-30 brochure, or the twenty's brochure, then yes, you may have a point, however again as it is not, then there is no conflicts of interest.
My only advice would be to put the complaint in writing and send directly to 1st Choice (as the tour operator, not the travel agent), and see what happens on that.

If a hotel decides to change its appeal then it has a responsibility to uphold that change and only accept bookings from families and TUI has a responsibility to work with the hotel and enter into a contract that rooms will not be sold to singles and childless young couples.
If TUI doesn't have the contractual niceties in place, then it should not sell the hotel as a family hotel.Posts are not advice and must not be relied upon.0 -

what i was referring to is the fact that the hotel has decided to move away from the solely Club 18-30 style market, and therefore offer it's hotel to everyone & everyone that wants to go there. To suggest that a tour operator has control of who is sent there from other tour operators (including from other countries) is simply absurd, unless of course the tour operator has full allocation of the hotel, and is not sold by anyone else.
In effect, the way you are looking at it would mean that unless a hotel is solely contracted out by a single tour operator (which does happen, but is very rare), then the brochure description would just say:
Hotel
Rooms
Restaurantes
Pool
etc
etc
and there would be no write up, or description, and no indication of what sort of holiday it would be suited to.
Perhaps the way the hotel should have 'upheld' it's reputation is to maybe more strict with people there who are causing a nuicence, provided this is a) reported to management & b) observed by management. It seems slightly dodgy to me.

Which certainly sounds like a family hotel.
But OTOH you did book a cheap 3* hotel in a tacky resort in Tenerife so a lot of this just goes with the territory. Lesson for me: do your research, don't book a hotel with 48% negative reviews on Tripadvisor.0 -

I'm really sorry to hear that you had such an awful time, from past experience, I would say it is quite difficult to get anywhere fast with a complaint like this, as like other posts have said - FC 'cannot control who books the hotel', however, I would say be persistant and strictly follow ABTA guidelines for how to make a complaint - just google 'ABTA Here to Help You' -and you can download the PDF (first link) which will be a good guide as to what your rights are and what you should do next.
Also go onto the ABTA website & search for 'Resolving Disputes' and have a read there for extra assistance.

There is a big difference between a club 18-30 holiday(alot of young lads and lasses getting drunk and humped as often as possible with "organised" personel from club 18-30) and a 18-30 type holiday (alot of young lads and lasses getting drunk and humped as often as possible that have booked independantly and will be told off in the morning by a rep often dressed as lilly the lion before they do the childrens show that day)Although it sounds as if club 18-30 now dont use that hotel people still imagine its 18-30 due to the behaviour of a few.It may be less than 10% of the hotel making 100% of the noise at 3am and the same 12 guests being a pain in the 4rse around the pool. and you have every right to complain about your right to enjoy your holiday . Write to them and explain you were promised a family holiday and the hotel didnt promise. good luck with that. Holiday truths is a good site for information. (My local team TRANMERE ROVERS need player called Messi . It isn't totally absurd, TUI has plenty of muscle and should exercise it as appropriate, if the hotel says we will continue to sell to the 18-30 market then TUI should have gone elsewhere and not sold family holidays to the hotel, not simply cross its fingers and hope there won't be complaints.Posts are not advice and must not be relied upon.0 -

The hotel is not selling to the 18-30 market, as 18-30 do not feature that hotel, neither do any of the other simalar companies (Twentys, Freestlye etc). It may have been that the some of the rowdy people that the OP was complaining about were booked through 1st choice / TUI themselves. And with the amount of bookings on the internet these days by passengers themselves, how on earth could you regulate who was allowed to book which hotel. I cannot say to a customer 'Oh sorry, you look like you are a p***head, so i cant offer you that hotel'..............
Even if, as the companies have done, the holiday is advertised as a 'family holiday', then you will still get youngsters / groups / individuals / those without children booking into the property if the price / location / availability is right.

Personally, I cannot decide what would be worse: a hotel full of partying 18-30s or a family hotel full of kids running around. Both sound horrendous.0
