CPU usage on task manager keeps going up and down 4%, 3% then 30%, 60%, then 3% again.

mine does the same but i just can't be bothered fixing it. Instead i just raise the back using a plank of wood, to get some airflow.0

the thermal paste dries also if you have hoovered out but not taken apart then there will be more fluff an carp in fan and heatsink
Sorry I don't really understand (told you all I have no idea what I'm on about!). He did take back of laptop off I think?
If it's the vents I think it's inside though as it does sit on a cooling stand, even if that doesn't work.

lift it up a foot into the air, close any windows you have open down, see if the temp goes down, and feel to see if hot air is blowing out or not. Trays can make things worse.!!

the vents need totaly cleaned. the heatsink needs taken of from cpu and cleaned then paste needs re-applied...You may have too dismantle the back of laptop. Depending on the type of past and the enviroment the laptop is used in . the paste needs renewed every 2+ years
BTW those trays you get are carp ...just keep vents clear....that should be good enuff for keeping a laptop cool.0 -

If you really have to test the heat dispersion then blow it or put a hoover hose at the vent.
I would say if you have too go too the extreme then you already know it needs cleaned lol0 -
It will be "fluff" build up on the internal side of the vent. Remove the cover, take out the fan (as in pic above), and you will find a layer that looks like a strip of felt blocking the duct . No amount of hoovering from the external side will remove it. Get the felt out and the laptop will run cooler again ....i've had to do this on numerous laptops, always works.0

Yes did seem to help a little and could feel a little air coming out when I did this. Tray def wasn't helping.
