it won't be a heap of rubbish with those miles on, although he's relying on the low mileage far too much. I think he's probably ended the second BIN auction and put it back on auction.0

Actually I have just gone back and checked their feedback left for others and they do seem to have met a run of poor sellers, althought they have been very restrained in leaving feedback sticking mainly to positives with 'item lost but seller refunded' and a neutral ' item lost seller called me a scammer'
They appear to be picking off items at 99p in a particular category and target mainly 'private' sellers. At least half those sellers have extremely poor feedback with multiple poor feedback for non receipt and many are already suspended.

Most of my stuff goes on for 99p - it's either stuff I've acquired for nothing or had kicking about for ages and done nothing with - or possibly stuff from job lots that I don't want.
If I want more for an item, I just wait for a FLD and fill my boots
