The Highway Code, Rules for Pedestrians makes the suggestions...Pavements (including any path along the side of a road) should be used if provided.
If there is no pavement keep to the right-hand side of the road so that you can see oncoming traffic.
You would think that if jaywalking was an offence, it would be mentioned in the Highway Code, wouldn't you?
I am sorry, but I have been unable to find anything, apart from your posts, that tell me that jaywalking is an offence in the UK.The Road Traffic Act 1991

learn to read the WHOLE POSTjaywalking in the UK is one of these legislation that have been introduced by a suit in London, but the police forces have not been given any more resources to enforce it
there are many legislation that is in place that their is no resources to enforce.
