HSE.. Health and Safety Executive - non food related.. (think accidents, slips and trips, major injuries etc..)
EH - Environmental Health - Food Hygiene and Food Complaints... (inspections of premises within area and complaints arising from those premises. )
Different Government Bodies...

This is purely subjective but in my opinion the manufacturer, let's call them "Smith's Butter" will see the damage caused by this failure as a loss of trade from our OP and all his/her friends. They'll all buy "Jones Butter" instead. Ergo, it stands to reason that the board of Smith's Butter will find it cheaper to give our OP £1,000 or a year's free supply of salted butter than to lose all the trade of our OP and pals.
Do you see what I'm driving at?
In my case it was milk. In exchange for not going to EH with a bottle which contained car body filler, I received a large hamper of goodies.
Having wsorked for a large national retailer that sold groceries the reason they gave you a hamper was not out of fear of the media, EH, or loss of custom...
I assure you catagorically as near to 100% fact as something could be, the reason they bought you off was because they couldn't be bothered dealing with someone who would carry on complaining and complaining.
They bought you off so staff could deal with complaints from other customers. The hamper they sent you porbably had a retail value of £30. Loaded with their own products bought at wholesale prices they probably gave you about £10.0
