The only way a baliff (not a debt collector) would get involved is:
1 - They take you to court
2 - They win
3 - You refuse to pay what the judge orders
1 & 2 are so remote that it's not worth thinking about0 -
How do they get away with it? issue a distress warrant, but miss out about everything what goes on before! Talk about misrepresentation of authority!!0

Have you heard anything else?? I have received a letter from Newlyn today, bit worried as reading around other forums they have sent bailiffs? My charge is from the hospital where i work as a nurse and have received 3 in the last few weeks so expect to get a few more tickets through, do i ignore everything?0

They cannot just "send bailiffs". The law doesn't work that way. For that to happen the case has to go to court (very unlikely) , you lose (very, very unlikely) then you refuse to pay whatever the judge orders within 28. This is so unlikely that it's not worth worrying about. Anyway it's the court who employs bailiffs, not some tin-pot debt collection company. So, in short, just ignore these clowns,What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
What Trisontana says is correct, however Newlyn have bailiffs and they do enforce court warrants and shall we say they exaggerate their powers when acting as debt collectors as they are here.
Apart from the big scary letterheads they are powerless really.0 -

This one claimed that this is my last chance to pay, or they would refer my case to back to Sheffield uni to deal with.
Is this them trying a new one?
Don't they usually claim they will pursue it themselves?0 -
They claim all sorts but are powerless. Only the owner of a debt [alleged] or a solicitor can instigate a county court claim. They pass it back when it is obvious that you are not falling for their silly letters.0

Genius, that's even less scary than the usual threatograms. What do they expect the university to do? Even if you were a student there, the worst they could do would be to give you a stern ticking-off!
I can't imagine why they've stopped threatening court...
