    First thing you need to do is clarify whether the dish is on your property or not. If it is then call sky back again and tell them that you want them to come and move it or you are going to - resulting in loss of service for their customer. If they still refuse to come and move it without being asked to by your neighbour then I would go and speak to him and politely tell him that the dish is on your wall and you would like him to ask sky to send an engineer out to move it. If you ask him politely and he communicates the problem to sky clearly then there shouldnt be any charge. I would only move the dish as a last resort and after giving enough warning as the neighbour is only going to be upset if you disrupt their TV service.
