    No. They come on prescription. Many people pay for prescriptions.

    Do you have a better idea? I mean, the Taliban aren't doing too badly out of the current system, are they?

    Including heroin addicts. Seems fair enough to me.

    don't be fooled into thinking the taliban is the only organisation getting drug funding. the cia does a great line in contra dealing.

    How does that support your crazy notion of giving it to these parasites for free?

    Given he above I'd be more in favour of making Methodone free than heroin, at least we'd have more attrition of the user base.
