I am pleased to see that Schedule4 will mean that RK are held liable and silly excuses to try and get out of paying for parking charges will be a thing of the past.
I am sure that every PPC in the country is thanking sites like this for pushing the subject to ensure there are no get outs for inconsiderate people parking at locations they should not.

Does that also include having one wheel slightly over a line, overstaying a few minutes in a supermarket car-park while you do a big shop, or any other silly rules the PPCs have in place?
You say "parking at locations they should not". The point though is that the vast majority of PPCs operate in car parks, such as supermarkets and retail parks, where the public are invited to park. So they have every right to be there. It's just those PPC's made-up rules that cause the problem.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -

And to the OP all it means is that the RK gives the driver details, and you must still take it to the small claims to try and get something, best of luck with that

In fact if this idiot had been following what has happened in Committee he would know that the introduction of Schedule 4 is now delayed until there is an independent nationwide appeal system in place. The law of unintended consequences rides again.
While the BPA will say that they favour an independent appeal, this is bad news for them. The appeal body will not be able to fetter the right of the motorist to have the matter tried in court. They will also not be able to prevent the motorist appealing to the independent body and then refusing to pay, forcing the PPC to litigate. Two bites of the cherry. Thanks for that BPA!
In addition the government has been crystal clear in committee that the RK if he can be made liable will only be liable to the extent that the driver was. In other words, not at all.
So there you have it PPC imbeciles. Keeper liability was never going to solve your problems and if I was you I would be asking searching questions of the people who told you that it would. No doubt in a few years you will think up some other wheeze, meanwhile the numbers of people paying these begging invoices will only go one way.0 -
If you park in a council carpark over the lines/bays then would you receive a ticket - YES
If you overstay the time allowed in a free council car park then would you receive a ticket - YES
If you did not purchase and display a valid pay and display ticket then would you receive a ticket - YES
So, please tell me why you should think it would be any different in a private car park ?0 -
