    no i didn't get no free sim nor i switched to them from a mainstream provider, its always been Lebara mobile number with Lebara sim,

    and no i did not get this sim for free i BOUGHT this number and its a Gold number and i PAID for it thats why i don't wana top it up, i simply bought the number got the sim and now i wana go to my intended network i shouldn't have to pay just to get authorization code (PAC Code) ?

    So why didn't you buy it on your new network? I presume from your post that you have never used this number yet?

    Sorry, but I don't have experience of buying Gold numbers, but with ordinary PAYG numbers they have to be registered in some way that involves credit being put on the number and it being used.

    I must say, however, that with the amounts being charged for numbers that no one remembers anyway an extra £10 for a top up is small beer.

    having it on my current network isnt an option coz u see im on pay monthly which means i alredi got an active sim with my current number.
    if i am to bring my newly bought Gold number to my current network i need PAC Code,

    and these Gold number u dont have to register or TOPUP to get PAC Code coz i ve done it before without topping up or even registering.

    i have been using it but only for receiving calls and texts just so my contacts get familier with my new number.

    Is it possible that your recollection of events is mistaken, because Ofcom don't investigate individual complaints , they will only offer general advice.

    Yes 100% , why dont u give them a call on the number in this thread and confirm it with them yourself for ur own peace of mind.
    OFCOM e-mailed them asking why they refused to provide me with a PAC Code.

    OFCOM got back to me saying that they got a reply from Lebara saying that it's their policy and that just to prove ownership of the number i need to topup, which isnt exactly the real reason ( they just want me to topup when I don’t want to or need too) as i got all the proof they need that its my number...

    I will contact Ofcom, as you suggest, as this would be a significant change to the way they operate.

    yea, the auto mated voice messages does say that they dont investigate individual complaints, but in my case they e-mail Lebara and then got back to me with their response.

    They didnt the reason being their t&c'z state in small print which i never sre ir read ststes that u have topup once or make some charheable calls on order to gt the PAC code ...
    Thts what the ofcome advisor said to me that its their t&c if its says in their t&c'z then hey can refse to giv a pac unless i topup .. P.s. This time t was a diff advsor from ofcom not the one whom i spome to the last time who said i had valid request n shud gt the code wivout topping up ..

    Can my mobile provider refuse to give me a PAC?
