You can obtain the name and address of the registered keeper of a vehicle if you can show reasonable cause for needing the information.
Members of the public will need to complete form V888. Companies can either complete form VQ3 or apply in writing giving full details of the reason for the enquiry and the vehicle registration mark. Both forms are available from DVLA.
The fee for information at a specific date of event is £2.50 per vehicle. If further information is required, for instance, a copy of a document or additional keeper information, a fee of £5 is required per vehicle.
Send your application to: Vehicle Record Enquiries, Vehicle Customer Services, DVLA, Swansea SA99 1AJ.

Just had to quote it.....
I would imagine the "reasons" are defined somewhere.....
As the bottom line says...there's a hefty fine for obtaining under false pretencesCouponing....."every little hurts"

Iv had this discussion with customers several times especially when they have bought for example 3 copies of the same DVD which are priced at £15 and scan at £20 - This is one of the ways you can easily identify customers abusing the policy and either get them banned or personally host and call every local store in the area with full details of the customer.Stand Up For What You Believe In, Even If It Means Standing Alone0 -

just bought 2 think easy r&r but scanned at that price!!
Tesco accidentally advertised it at that price in the NOTW, instead of the PS2 version. I'd better go buy a copy if it's really £24.94!In a rut? Can't get out? Don't know why?

CS have never actually asked me why I dodn't notice at the till, but if they did, I'd probably say I was too busy talking to the cashier to notice - generally thats true, as I don't want them to spot the fact that the DVD/whatever is stickered lower than it's just scanned (and I always put them face down, so that the price doesn't stick in the cashiers mind subconciously while they are completing the transaction for the person in front of me).
Having said that, I have a problem with the West Wing series ?? that was stickered £29ish and scanned at £61ish as I can't see *anyone* believing that you didn't notice that, and I like the West Wing as well, so wouldn't mind that one!!! I'll have to give it a go to break the phobia....."Life was easier when I didn't have a clue"0 -

If both customers were british and the parcel came via Africa, one of the customers may be dissapointed or even a little annoyed
