Being cynical, one could say that they would have to bear the full cost of their own transport instead of getting it free...

I stated earlier that when my wife and I were allowed to go on these trips we paid the full, unsubsidised fare just as the residents did. The council had/have absolutely no dealings with the organisation of the trips.

I resent the fact that you are accusing us of taking advantage of freebies, which we're not!

You have been checked because your wife works there? or is it because you volunteer there in some capacity?

You don't get checked because your partner has a post that requires a check.

I was CRB checked at the time my wife was offered the job.

This really is politically correct rubbish!

My wife's job is to look after elderly, often vulnerable residents. If she is not allowed to help arrange or take part in any social events with them or to interact with them in a personal level then the resident's lives will be less fulfilling as there will be less for them to do. The staff who look after them will also appear more remote and aloof and it will not be possible to spot the danger signals when someone really needs help.

It is evident from the replies to my post that many people replying have absolutely no idea what sheltered housing is about.

I've lived in sheltered housing. The manager drove me nuts, always wanting to be "friends". I stopped going on the outings because this woman was always there, always intrusive. Not everyone wants to have compulsory friendship thrust upon them, and as for managers' husbands feeling that they too are entitled to be "friends", I think that's way out of line. Surely you could develop a social circle apart from your wife's work?

I can see why they'd do this..... It prevents favouritism and corruption! BUT it's on the road to fail.

You have a point. I've noticed local authorities getting very twitchy about gifts and hospitality, appreciate your pay full cost but perception is just as damanging to a LA. OP you may find this is why your wife is unable to partipate. Also I would impact a conflict of interest too for those in a position of care to socialise with those they support.
