Problems with Neighbours!

My little sister bought her first house about a year ago.
Anyhow her backgarden area is seperated from her neighbours by a wooden panel fence.
The previous owners hadn't really bothered much with painting but my sister trying to tidy the place up a bit started painting her side of the fence only to be told off by her tattooed neighbour "hey love what do you think your doing, this is my fence, you put up your own fence if you want to paint it"
I think i can see why the previous owners hadn't bothered with the hassle of trying to paint their side.
My sister told them she was only painting her side and it was protecting the wood anyhow.
What are peoples opinions on this?

If she does put up her own fence can she put up a fence that is just that little bit higher than the one her awkward neighbour seems to dote on?

    You can normally put a fence 6ft high without any problem,
    id put it up straight away, as the less you see this type of neighbour the better!

    It's not her fence, she should have asked before painting it.

    I don't get the impression he was being awkward, he probably would have been ok about it if she had asked first.

    Why doesn't she approach him, apologise and let him know she didn't mean to offend him, however she wanted to cheer the garden up a bit.

    It wouldn't cost a lot to put a basic fence or trellis up

    Thats exactly what I would have said.
    I think i can see why the previous owners hadn't bothered with the hassle of trying to paint their side.

    Choosing not to paint a fence does not mean they see it as a hassle and cannot be bothered

    If its going to be a problem, paint a trellis and attach to the fence. Is it a privately owned property neigbour? everyone in our area just paints their side of the fences no problem, unless she was using too much paint and it was trickling down the fence on the other side? or paint it in the dead of night when he can't see....

    I agree with those who say 'put up a fence/trellis as high as she can get away with'. I don't see the problem tbh. The neighbour won't see her side of the fence and she is only trying to make the place look nicer. It all sounds a bit unnecessary on the part of the neighbour. He could have been a bit more polite about it.

    And as for tattoos - ugh. Minging. Sorry if that offends anyone, but I don't like them.

    Have to agree with you you on that one- and as for asking what a tattoo has to do with the problem- nothing really except she had to look at his ugly tattoo's as well as his big old grumpy head when he was telling her off.
