And if you get this Agreement set up, would it be at all possible to put in it about him employing a cleaner for the 'Health and Safety' of the girls? It'd help him sort himself out a bit (not that that's your problem!) as well as making his home more welcoming.

Your ex has a responsibility to contribute towards (not pay for in full while you speculate with your own money) the upkeep of your daughters. It isn't like you are renovating the house to make it nicer for your children as presumably if you plan on making this into a business you will sell it once it's finished and start again in another wreck.
Your ex has paid the amount you agreed with him regularly and maintained regular (and socially inhibiting) contact with your children two days a week, so what if he plays computer games in the little free time he has left after working full time? If he were to move on, get a new relationship and perhaps even have further children I get the impression you'd probably have something to say about that too.

Not suggesting that this is applicable to you OP but it does amaze me how many woman (I appreciate I'm being stereotypical and suggesting most PWC's are women) feel that they have some form of say over their ex when it comes to them moving on with their life. I've lost count of the number of times I've seen "he shouldn't be having more children...." on the child support board.0 -
Go to the csa and get what your kids deserve, sod your ex his problems aren't any of your concern now in my opinion he is getting away with alot stop being soft and think the more he gives for the kids the more the kids can have. My OH gets only £3.83 per month for her daughter off the csa thats a complete joke in my eyes.0
