I work in the private sector, my mgr completed 14yrs and received £5800. Keep it until they come knocking, then plead ignorance, say you imagined it must have been a tax rebate. You never know they may not discover it, they are obviously incompetent. It is disgusting the amount of tax wasted. Good luck!0

So just to clarify - you are saying the OP should keep the money - remember that this is your / my money .... it comes from our taxes.

If this is real and not a troll, I think it reflects very badly on other public sector workers like myself, who would not dream of keeping the money. 22k is hardly a life changing sum for goodness sake, and not worth the hassle!!
Actually it is just a civil matter...as the OP has not claimed the money nor has proven they have no intention of returning.

The woman in the BBC link for £135 is slightly different as she must have acknowledged she had no intention of repaying the money.

That might only be a 'civil matter' at the moment as the money has not yet been asked for. There is such as thing as 'theft of credit' suggest you look it up..0

It would be £22K more of tax wasted in the OPs council dept, if he doesn't pay it back!:eek:
I do hope the payroll clerks and person's responsible for signing this off are duly reprimanded once this has come to light. If not, and I was in that borough, I would be asking some strong questions regarding waste0 -
