pavements are not car parks either
    nor are roads

whats so hard about car owners parking their car on their driveway or in their garage?
What makes you think everyone is rich enough to have a driveway or garage? They are rare around here. A road is a car park if you have residents parking permits that you pay good money for.

To chalkiesalam, cats are classed as wild animals by law.

You can't compare cats to dogs, they are totally different. Dogs can't jump up a six foot fence, run along it, jump on to the roof and disappear via another fence. I wonder if people expect cat owners to follow their cats over gardens and buildings :rotfl:
