They probably think it's ok as they know you're not actually living in the house yet. Do they know you're moving in? Could be they think you're a cleaner/contractor/putting new stuff in for the LL?
I think I'd leave it till I'd moved in then go round with a bottle of wine, introduce myself and have a polite word.
When I moved in to my house (which stood empty for a year) neighbours either side had been using my black and brown bins. It stopped when I moved in, they'd just been taking advantage of the fact no one lived there.
I have great neighbours and we borrow each others brown bins depending on the amount of stuff we have to dispose of.0 -

I put my bin out in the night before, and the next morning I had to put a small bag in, and there was more bags in there (I only use one). I now put my bin out in the morning.0 -
That is so weird. Neighbours can be so strange.
I wouldn't actually bother talking to the neighbour. Nothing good can come from it. If she's secretly putting in her own rubbish and putting it back even after you've removed it, do you really think she'd be reasonable to talk to?
I suppose you have to play out how the conversation would go in your head. And it just doesn't sound good to me.
Is there anywhere you can move your bin to? So she can't do it anymore? Otherwise, if her rubbish isn't inflicting on you and causing any issue, I.e. if you've still got room left for your own, I wouldnt pursue it.
Remember, she only lives next door. And sometimes the best thing to do is lay low. That's how I tackle things anyway

From having never gotten off on the right foot with my neighbours (2 sets), I know how silly little things set you off and grate on you. I said nothing and ended up nearly having a meltdown over stupid stuff that annoyed me. However, after going through the experience of selling to get away from them, I would now tackle any situation like this way differently than being all gun hoe! Chap her door and just ask if the bin is her's or yours, then take it from there. It is always best to try and sort things out before they become worse. I now wished I'd made more of an effort with my neighbours however, I don't think that by the nick of them it would've helped but my advice is to try and sort it out before it becomes a bigger problem... the bin issue will prob only lead to more issues!0

Don't do that, you're only just moving in and don't want to be seen like an idiot (and male verus woman), you don't even know the bin situation plus what if she has mental issues or is doing it because she is worried sick about who is moving in... scared/nervous etc. Just be polite and try to sort it out

Same. When I sold my house, there were a couple of empty properties up for sale in the street.
I didn't have a car to take my junk to the local dump, and because the local council had restrictions on the frequency and amount of material they would collect, I filled their rubbish bin every week for weeks as I sorted through my house.0 -
Alternatively ask the council for a bin as yours has gone missing & put the bin the neighbour keeps using by their gate (or next to their property).
