Neighbours using my black bin.

I have just payed one months rent upfront for a private rented house. I haven't moved in yet but I am gradually taking things down and sorting accounts out.
My black bin got emptied a few days ago and when I came back down to the house I discovered a load of plastic wrapping in my bin from next doors address (it was theirs as I checked the label).. Now fair enough if the bins were fill to the brim but they were both emptied!
I put it back in her bin twice and both times she has put it back in mine, I have been round to say something and noone was in. I don't want to have a bad atmosphere even before I move in but I think that's just taking the p**s! What should I do??

I think you are right to speak to the neighbour first.
It may be that she thought as there was no-one living there she would use your bin temporarily.
She may be perfectly understanding, however if not you may need to get a bin lock.0 -

Yeah I will speak to her/him. She has seen me once at the property and that was when I opened the bin to find the wrapping so she must know. Cheeky thing is she has now taken her bin into her front garden as if to say don't bother coming in here to put it back :undecided0 -
I'm clearly missing something here, but does it really matter?0

I don't wanna be sad enough to take things that far. I'd just appreciate if they didn't dump all there delivery plastic in my bin when they have a perfectly empty bin sat in there garden.0

Pierce a couple of small holes in the lid and in the top where it meets the lid, and either
Thread a plastic cable-tie through to hold the lid down. Without a pair of snippers, she won't be able to open it. You'll need to keep a pair for access to the bin yourself, and a supply of spare ties, but after a couple of attempts, she won't bother again.

Thread a padlock, chain or other security device with a key through the holes.0
