don't waste your time and money, you have zero chance of winning a court case against a minor.
You might win against the parents but only if you can prove negligence and this means the little darling had history of doing such things in the past and the parents were negligent in failing to take steps to prevent a recurrence but even then your chances are still close to zero.0 -
Go to the parents, don't ask them if they'll pay.... Ask them if they have any preference as to where you get quotes from

Also, in anticipation of the "insured isn't it?" statement. Be sure to say either it isn't covered for vandalism (you could be 3rd party only) or say the excess is equal to the repair costs so you'd still be down £500 which their little darling best be ready to pay for.

There is an alternative, you could call the ins and hypothetically ask what a claim might do to your premium, get the parents to pay the extra and then go via the insurance

do you have legal cover? uninsured loss recovery cover?
To be honest I would put it through my insurance and get legal cover to chase up payment from the parents...also would use the uninsured loss recovery to work out how much extra premiums and excess etc would be and to recover this0 -

OP's insurance premium would go up, even if they've got protected NCB. There's are other thread that cover this..... Getting sick of kids throwing stones, kicking leather footballs, playing cricket and god knows what else next to my car....... I tell them to buggar off and play next to their parents car, next thing I know im getting abuse from the parent!!!
