Im sure some where along the line - we've all been tempted to earn a few bob cash in hand, whether people are on benefits or actually working, paying taxes and not declaring the extra money. What about, car boots? Im sure we've all done them, and what about selling personal items in the local paper, thats still raising money to some effect.
I claim housing benefit, Im a single person with 2 kids, who works 20hrs per wk. I have to provide statements to the council every so often of my income, never in my time have I been queried ref paypal payments (incoming or outgoing), I always keep proof of purchases or sales - if they ask, they can see. But as fo the postal orders, they cant be traced.So they dont need to know in my opinion. (and that is my opinion) Im not saying go out and commit fraud, Its each and everyone's CHOICE at the end of the day.
I buy items from ebay for the home, kids and myself, I also sell our un-wanted things on ebay,(clothes mainly) in order to help pay for the new things - logical, no harm in that. How you manage to translate my sugestion that fraud is not a good thing into benifit claimant bashing, gawd alone knows.

There are so many people out there up to all sorts. Claiming whilst working and so forth. When my sister signed on last week one bloke jumped out of a building van run into the j.centre , signed on and jumped back in. He's working colleague sat in the drivers seat waiting for him. This was in full view of the j.centre. No where's the sense in that..

Technically, you are supposed to declare ANY extra income to the DWP (if you're on a means tested benefit), or anything that involves "work ability" (if you're on IB or any sickness payment), including car boots, EBay etc.,
But, as long as it's just getting rid of your own household junk, then I cannot see them having a problem with it.
If you're EBaying as a "cottage industry", then you need to notify them.
Tax evasion or benefit fraud - they are both against the law!

If you are buying stuff to sell, on Ebay or anywhere else, whilst drawing benefits or not; This means you are operating a business. You may or may not make a profit, which has been pointed out. But, in the normal way of running a business, you will not know until you have been running it for a year, whether or not you have made a profit at all. Such things as costs of computer and internet use, postage, several others.
What procedures do the DWP have in place to account for all this ?
So the technical requirement to declare any extra income must include the freedom to deduct from that income any cost of sales. If cost of selling exceeds income, you have made a loss and of course DWP will pay you extra money to offset your mis-fortune.
