No, the reason for the NCP question was a friend asked me what is the difference between CPP and NCP was, as they were both private companies....but i do not think that NCP would operate in this way, and, as you say usually it is pay and display so you know what the score is.....in a motorway service station where you go in to use and pay for their services you do not expect them to "fine" you......there was no ticket placed on the car and the driver told me that if there were signs to say 2 hours max then they were not that visible, not that the driver looked for them because they were using and paying for the services......it is insane!!!0

NCP are the same as any other PPC, if you "ahem" break one of their god given rules they will issue a ticket / invoice. Again the advice there would be to ignore all correspondance from them and their cronies, unless you actually get official stamped court papers then its time to sit up and take notice and get advice.You may click thanks if you found my advice useful0 -

They do, especially on station car parks where they fraudulently claim to be issuing under railway byelaws. Just because they are a big company doesn't mean they are honest.

You must think that NCP are different because they are a big company and you've heard of them and their car parks? No, same sort of cowboy industry with fake PCNs.

If you look at the threatograms sent by NCP you'll notice that they are the same as other PPCs. There is no difference, and it's SIMPLE to tell which are the FAKE PCNs.
If it's a PARKING Charge Notice it's a fake one, ignore it and the letters that follow.
Penalty Charge Notice from a Council, appeal it to the adjudicator, most motorists win.
Fixed Penalty from the Police - pay it, generally, unless you can show a magistrate the cops were wrong.
Also if you look at the threads on that link to the whole board, read the other thread by Crabman 'read this before posting' (the irony being that no-one does!). On there it explains the legalities and also gives a link to a youtube recording of Watchdog on the matter of what to do with a PPC ticket.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

NCP and other car park operators, unfortunately seem to have followed the great PCN invoice con. They used to have a fail-safe system on their car parks. A Man or Woman in a kiosk on the exit. You entered took a timed ticket, and paid for the time you parked at the kiosk on the way out!
So basically everybody paid, the only contravention anyone could cause was inconsiderate parking! In their wisdom they went to P&D with possibly one person covering several car parks issuing fake PCN's. The worrying thing is it still must be more profitable for them then to have the manned exit!
Even if they did not want to return to the manned system, there is better systems then P&D, but they must be making profits from the fake PCN system if they don't choose to use them!0
